UPDATE (NOVEMBER, 2021): Anyone with a residence visa who received 1 shot in Korea and 1 shot in their home country can qualify for a Quarantine Exemption if their shot is a WHO-approved vaccine and it can be registered in the COOV app.

Immigration control at the airport will inform you if you are eligible.

UPDATE (SEPTEMBER, 2021): Adoptees who have a DNA match with their biological family that is officially recognized by the Korean government may be eligible for exemption 5 with the 입양인 친가족관계 확인서 (Adoptee-Biological Family Relations Certificate). This must be requested by the adoptee’s biological parent from the NCRC.

As of August 10, 2021, exemption applications were being considered for the following groups. None of these are guarantees and some rules are different by nationality or departing country, so please read each explanation carefully to ensure that there are no surprises.

For all of these scenarios, you must present a negative PCR test from your departing country to both your airline and immigration to enter Korea.

Also note that references to consulates means the consulate (or embassy) covering the region of your original departing airport.

**For exemptions 2-6, you must bring 4 paper copies of your exemption certificate.

Exemptions 2 and 3 below are applied for by the entity that is inviting you to Korea. You must have an endorsing entity in Korea.

Exemptions 4, 5, and 6 below are applied for by the traveler themselves to the consulate covering the region they are departing from.

For example, if you live in Minnesota but are actually departing from Los Angeles, you must go through the Los Angeles consulate.

For applications done via consulates, check with your nearest consulate for specific instructions, as they vary from consulate to consulate.

As of August 13, 2021, G.O.A.’L. was informed by a government agency that embassies and consulates are taking as long as 1 month to approve of exemptions for numbers 5 and 6.

Since raising the country’s Crisis Alert Level to the highest (Level 4) in February 23, 2020, the Korean government has assembled the Central Disaster and Safety Countermeasure Headquarters headed by the Prime Minister to bolster government-wide responses to COVID-19.

Given the specialty and expertise required in infectious disease response, the Central Disease Control Headquarters (KCDC, Korea Centers for Disease Control & Prevention) serves as the command center of the prevention and control efforts. The Vice Head 1 of the Central Disaster and Safety Countermeasure Headquarters, who also serves as the Head of the Central Disaster Management Headquarters (Minister of Health and Welfare), assists the Central Disease Control Headquarters (Head: Director of the Korea Centers for Disease Control and Prevention).

The Minister of Interior and Safety, head of the Pan-government Countermeasures Support Headquarters, assumes Vice Head 2 of the Central Disaster and Safety Countermeasure Headquarters to provide necessary assistance such as coordination between the central and local governments.

Each local government establishes Local Disaster and Safety Management Headquarters led by the heads of the local governments to secure an adequate number of Infectious Disease Hospitals and beds. Special Entry Procedure

The Korean government introduced an entry ban on foreign nationals from Hubei Province, strengthened visa screening of travelers from China and Japan, and designated China (including Hong Kong, Macau), Italy, and Iran as ‘quarantine inspection required areas’, to tighten screening of travelers from these countries.

In particular, from February 4, 2020, the Korean government applied the Special Entry Procedure to all travelers from China, and expanded the procedure to be applied to travelers from Hong Kong and Macau (February 12), Japan (March 9), Italy and Iran (March 12), five major European countries (France, Germany, Spain, U.K., and Netherlands; March 15), the entire European continent (March 16), and all parts of the world (March 19).

Furthermore, from March 19, all inbound travelers (Korean and foreign nationals) receive temperature screening and fill out the Health Questionnaire and Special Quarantine Declaration in accordance with the Special Entry Procedure. All travelers subject to the special procedure are allowed to enter the nation after their contact information and address of residence in Korea is verified. They are also required to install either the “Self-Quarantine Safety Protection App” or “Self-Diagnosis App” on their phones to monitor if they show symptoms that indicate infection of COVID-19 such as fever during their stay in Korea. All inbound travelers must install either of the two applications, to check their health status and record if they develop any symptom on a daily basis for 15 days beginning from the day of arrival. In addition, the list of incoming travelers is provided to each local government (city or province) in an effort to strengthen the monitoring system.

Stronger measures for infection prevention and control of overseas entrants

In light of the increasing number of confirmed cases especially among inbound travelers, from 00:00, April 1 all travelers entering Korea are subject to a 14-day quarantine from the day after arrival.

※ For example, if you arrived on 1 June you are required to stay under mandatory quarantine until 12:00 of 15 June.

In addition, from 00:00 on April 13, inbound travelers from the U.S. (Korean nationals and foreign-nationals on long-term visas) are subject to self-quarantine and must receive diagnostic tests within three days of their quarantine period.

All travelers entering Korea (both Korean and foreign nationals) are tested if they exhibit fever or respiratory symptom identified at entry screening. Travelers who test positive for COVID-19 are transferred to a hospital or residential treatment center. Korean nationals or foreign nationals on long-term visas who test negative are placed under self-quarantine (14 days, Self-Quarantine Safety Protection App to be installed) and foreign nationals on short-term visas are placed under quarantine at facilities (14 days, Self-Diagnosis App to be installed).

Asymptomatic Korean and foreign nationals from Europe and the U.S. on long-term visas are subject to self-quarantine (14 days, Self-Quarantine Safety Protection App to be installed) and tested at a public health center within three days of arrival. Asymptomatic Korean nationals and foreign nationals on long-term visas from countries other than the U.S. and European countries are subject to self-quarantine (14 days, Self-Quarantine Safety Protection App to be installed) and tested at a public health center within 14 days.

Asymptomatic foreign nationals from Europe and the US on short-term visas are subject to facility quarantine (14 days, Self-Quarantine Safety Protection App and Self-Diagnosis App to be installed). Asymptomatic foreign nationals from countries other than the US and European countries on short-term visas are subject to facility quarantine (14 days, Self-Diagnosis App to be installed) and tested at a public health clinic within 14 days.

Travelers exempt from quarantine—those holding A1 (Diplomat) or A2 (Government official) visas or Quarantine Exemption Certificate issued by the Korean Embassy or Consulate General prior to the entry—receive tests and wait for the results at a temporary screening facility. If they test negative, they are subject to active monitoring for 14 days from the day of arrival by installing the Self-Diagnosis App of the Ministry of Health and Welfare

For inbound travelers, testing and treatment expenses are covered by the Korean government but livelihood support are not provided.

If a traveler entering Korea does not comply with the quarantine guidelines, s/he may face up to 1 year of imprisonment or a KRW 10 million fine for violating the Quarantine Act and Infectious Disease Control and Prevention Act. In accordance with the Immigration Act, foreign nationals violating the regulations may face deportation or ban on entry into Korea, etc.

Providing medical institutions with access to overseas travel histories

The Korean government allows medical institutions to access overseas travel history of patients through the system that checks health insurance eligibility of patients, International Traveler Information System (ITS), and Drug Utilization Review (DUR).

Early detection and containment

Early detection is key to preventing the virus from spreading. The Korean government has set up screening stations to increase access to diagnostic tests and conduct fast and wide testing to detect confirmed cases.

Screening stations provide consultation to people showing symptoms of COVID-19 such as cough or fever before they visit medical facilities. As of April 8, 2020, 638 public health centers and medical institutions operate screening stations, of which 95 percent (606) are equipped to collect specimens onsite.

Diagnostic tests

There are currently 118 testing facilities—23 public facilities, 81 medical institutions, and 14 entrusted facilities—that provide diagnostic tests. As of April, a total of five diagnostic reagents were granted Emergency Use Authorization.

Since scaling up testing facilities and diagnostic reagents, the maximum daily testing capacity increased from 3,000 people in February to approximately 20,000 people as of April.

Preventing spread of the virus through epidemiological investigations and quarantine of contacts

Epidemiological investigation

The central and local governments respond to COVID-19 cases by tracing the source of infection through prompt epidemiological investigation and quarantine of contacts.

For epidemiological investigation, basic information including whereabouts of confirmed cases are collected through an interview with confirmed cases. If needed, interview with healthcare workers and family members may additionally take place. In case the acquired information is insufficient, more objective data (medical records, mobile GPS, CCTV footages, credit card records, etc.) may be collected and verified.

The contacts identified during the investigation are required to attend healthcare education, have their symptoms monitored, and stay in self-quarantine. Information on the whereabouts of confirmed cases are uploaded on websites in order to prevent any additional infection.

Contact management

Family members, housemates, and other contacts identified by epidemiological investigation on the patient’s travel and infection routes are subject to self-quarantine for the maximum incubation period (14 days) beginning from the day after the date of contact with a confirmed patient and have their symptoms monitored.

※ For example, a person who last came into contact with a confirmed patient on April 1 start self-quarantine until 24:00 on April 15, as April 2 is deemed the first day of the 14-day self-quarantine period.

The Ministry of Interior and Safety and local governments thoroughly manage those under self-quarantine on a one-to-one basis. Those in self-quarantine are prohibited from leaving the country for 14 days regardless of their health status. Those who violate self-quarantine guidelines may face up to a 10 million KRW fine or one year of imprisonment.

From March 21, entrants who are fully vaccinated will be exempted from quarantine when they arrive in Korea, if their vaccine status is already registered in Korea.

Those who have been vaccinated abroad and did not register their vaccine status in Korea will be exempted from April 1.

*A person is fully vaccinated if they got their 2nd shot (1st for Jansen) within 180 days and or if they received their 3rd shot (no time limit after the booster shot)

Entrants must register in advance their PCR certificate, vaccination certificate, and quarantine exemption certificate on the Q-Code System before the entry starting from March 21.

*Even if vaccination is completed overseas, if their vaccine is already registered in Korea and is confirmed through Q-CODE in Korea, their vaccine status is considered to be registered in Korea. (Check our [COVID-19] Your guide to vaccination in Korea)

However, entrants from Pakistan, Uzbekistan, Ukraine, and Myanmar are excluded from quarantine exemption even if they are fully vaccinated.

All entrants still need to conduct three Covid-19 tests:

PCR test within 48hrs before boarding

PCR test on the first day after entry

On the 6th to 7th days after entry (simplified to taking a rapid antigen testing (RAT) starting from March 10.)

Conditions for Long-term Residents and Korean Nationals

Entrants must register their sanitary information on the Q-Code System before the entry starting from March 21.

Non-vaccinated Korean nationals and foreign nationals who reside in Korea have to self-quarantine at their place of residence for 7 days unless this place of residence is not judged as suitable by the Korean authorities (in this case they will serve the quarantine at a designated government facility at their own cost – KRW 1,050,000 per person).

At Incheon Airport, if no symptoms are detected, the traveler can go by private car, designated taxi (~70,000 KRW) or designated shuttle (free) to his/her place of residence, then proceed to a Covid-19 test at the nearest center within 3 days, by foot or directly from the airport. Usage of public transportation is not allowed.

*You can call the KCDA hotline at 1339 (available 24/7) or this website to know about the nearest test center.​

If symptoms are detected at the airport, the traveler will be subject to a Covid-19 test at the airport and will have to wait there until further notice.

During your quarantine, you shall download the ‘Self Diagnosis’ application and fill in your status twice a day. You will also receive a phone call from your local administration every day to check on your status.

Conditions for Short-Term Visitors (non-residents)

*The waiver on visas for short-term stay (less than 90 days) was reestablished in November 2021. However, short-term travelers need a K-ETA before arrival and to apply here.

Entrants must register their sanitary information on the Q-Code System before the entry starting from March 21.

Non-vaccinated foreign nationals who are short-term visitors in Korea, or Korean nationals and/or foreign residents whose place of residence is deemed not suitable for quarantine, will serve the 7 days quarantine at a designated government facility at their own cost (KRW 1,050,000 per person). Quarantine facilities are randomly assigned and cannot be changed for personal reasons.

The Consent for Isolation must be completed and submitted to the airlines.

Exceptions for Short-Term Visitors with Family in Korea

Non-vaccinated foreigners in short-term stay can change to self-quarantine :

If they have family relationship with a resident in Korea

If self-quarantine is possible

The resident in Korea hosting them should be a Korean or a foreigner with a long-term stay visa

The family relationship can be : spouse, direct ascendant and descendant, relative within 3rd degree

Procedure

Change can be made at the airport or at the quarantine facility

Required documents : ID card + proof of the family relationship + certification letter (they should be prepared before entering in Korea)

The family should pick up the visitor at the airport or at the quarantine facility ; if it is difficult, the visitor will be in quarantine in a designated facility until the family submits required documents

The general standards and requirement for self-quarantine apply to the visitor, such as installation of the self-quarantine app

Documents to submit

The relationship should be proved by an official document such as a family or marriage certificate

In case of official documents issued by a foreign government, apostille is required

In case of non-English documents, a certified translation is required

The resident should submit a letter which certify the protection of the person subject to self-quarantine which clearly expressed that he/she will provide its residence to the visitor for its quarantine, and that he/she will actively cooperate to comply with self-quarantine rules and monitoring of related organizations during the quarantine period

General Requirements

MEDICAL DOCUMENTS Negative COVID-19 Test (Rapid Antigen Test or DNA amplification-based PCR test (LAMP, TMA, SDA or NEAR, etc) from any DOH-accredited laboratories taken and with results issued within 24 hours prior to departure; or

from any DOH-accredited laboratories taken and with results issued within 24 hours prior to departure; Negative COVID-19 Test (RT-PCR) from any DOH-accredited laboratories valid within forty-eight (48) hours prior to departure Korea passport holders who have recently recovered from COVID-19 but still test positive in the RT-PCR test may be allowed to board by presenting the following: Korean Passport Valid Medical Certificate with the date of confirmation of COVID-19 (must be within 10-40 days prior to departure) issued by authorized medical or quarantine authorities. Domestic Quarantine Notice or Confirmation of Release from Quarantine for long-term foreigners

from any DOH-accredited laboratories valid within forty-eight (48) hours prior to departure EXEMPTION. The following are exempted from the PCR(RAT): Children under 6 as of the date of arrival (only if all the accompanying persons traveling with the child have submitted valid negative test results) Individuals with quarantine exemption certificates for humanitarian (attending funerals) or official business reasons Individuals who departed from Korea for another country but were denied entry or otherwise did not go through the entry procedure at another country before returning to Korea. This applies to both Korean nationals and foreign nationals, and the burden of proof is on the traveling individual. Korean nationals entering Korea within 10 to 40 days of the date when they are tested positive* or started isolation for COVID-19 A DNA amplification-based test such as a PCR test or supervised RAT is accepted Proof documents verifying the exact date of a positive test (PCR·RAT) or starting isolation is required for exemption (e.g. Confirmation of release from isolation, Test result report, Notice of isolation, medical clearance, etc) Foreign nationals on a long-term stay who had COVID-19 in Korea entering Korea within 10 to 40 days of the date when they tested positive for COVID-19 (only applied to those holding at least one of the following: residence card, overseas Korean resident card, permanent resident card, ID card of diplomatic mission in Korea or USFK Common Access Card) Even if those who are exempt from presenting proof of a negative COVID-19 test, if they develop symptoms of COVID-19, they are not permitted to board their flight.

Note: Effective June 8, 2022, overseas entrants to the Republic of Korea, regardless of vaccination history, are exempted from undergoing mandatory quarantine.
