Suspect in Venice slaying had been held by Culver City police days earlier

In the months before Boneetio Kentro Washington allegedly broke into the home of a pregnant Venice woman and stabbed her to death, the convicted burglar was a familiar face to police.

Washington was a transient, and Culver City police had several contacts with him in 2008 and 2009, mostly for sleeping in abandoned buildings and parking garages.

Then, on Dec. 6, police detained him after a resident alleged that Washington was trying to break into his house. Washington, 22, had been convicted or charged with either trespass or related offenses in three states, and Culver City police immediately apprehended him. They questioned him, photographed him and alerted the Los Angeles County Probation Department.

But because there was little evidence, police said, they decided to release him without an arrest.

Two days later, he allegedly broke into the home of Eun Kang, 38, the owner of a Beverly Hills dry-cleaning business who was four months pregnant with twins. The landlord of the apartment complex, after hearing a scream, peered through a window and saw Washington raping Kang as she cried for help. Washington then allegedly stabbed her to death, ran from the Electric Avenue building and was arrested by Los Angeles Police Department officers.

He is charged with multiple counts of murder and rape. Washington has pleaded not guilty.

Culver City police defend their handling of Washington, saying he was not placed under arrest in December because officials did not have probable cause.

Culver City Police Lt. Craig Bloor said a resident came into the police station about 6:15 a.m. Dec. 6 and reported that a man was trying to break into his nearby home.

The man said Washington had been knocking on his door on Duquesne Avenue and was “possibly turning the doorknob.”

Bloor said officers detained Washington as he walked near the police station. The homeowner identified him as the man trying to enter his home.

Culver City police were aware of Washington’s prior criminal record, Bloor said. But because Washington didn’t actually enter the house, Bloor said they could not arrest him for attempted burglary or trespassing.

“Banging on a door or wiggling a doorknob — if he did that — doesn’t equate to a crime,” Bloor said.

The incident in Culver City fit a pattern for Washington, according to court records reviewed by The Times.

Last fall, Washington was convicted of burglary and sentenced to 335 days (time he had already served) and three years’ probation for a similar incident in December 2008.

Serena Peralta was sitting with her two young children in the living room of her Mid-City residence on a December morning in 2008 when a neighbor alerted her that a man was looking in through her apartment window.

She rushed to the back window, overlooking an alleyway, but saw nothing.

“I looked to one side to see if there was anyone going by, and there was nobody there,” Peralta said, according to court records. “So I looked to the other side, and I see him leaning up against the wall.” She said the man, clad in a dark hoodie and holding what appeared to be a revolver, began removing the window screen.

Peralta grabbed her children and fled, calling the police once she arrived at a neighbor’s home. The man stole a handful of women’s underwear before he was chased out of the house by another resident brandishing a sledgehammer.

Washington’s trial in that case was delayed because a doctor testified he was not mentally fit to stand trial. Washington was committed to Patton State Hospital from July 2009 to September 2009, when a doctor declared he was mentally capable of proceeding and Washington made a plea bargain.

At the time of the 2008 burglary, Washington was already on probation for a trespassing conviction and living in a garage. Before that, he was convicted of trespassing and larceny in Rhode Island, where he was born, according to court records.

In 2006, he was charged with breaking and entering and assault in North Carolina, according to a probation report.

Kang’s relatives, reached by phone this week, said they were unaware that Washington had been held by Culver City police two days before she was killed, but they declined to elaborate.

“It’s too late now,” one said. “We just want to forget.”

The suspect, identified as Boneetio Kentro Washington of Culver City, was immediately arrested after attacking the 39-year-old Eun Kang at her residence on the 1600 block of Electric Avenue Tuesday. Police said the Eun Kang was four months pregnant with twins. Washington faces three counts of murder with special circumstances. If convicted, he could receive the death penalty. “He’s facing three counts of capital murder and the special circumstances are that there were multiple murders,” said L.A. County Deputy District Attorney Christi Frey. “There was an adult victim and two fetuses. She was pregnant with twins. Also, he’s facing rape charges and sexual penetration charges.” Police allege Washington somehow got into the Kang’s home, stabbed her several times and raped her. Kang’s landlord called 911 at about 10 p.m., and when officers arrived, they noticed Washington running from the scene. Police believe Washington randomly targeted Kang. Kang died at the hospital. It was discovered that she was pregnant with twins. Kang’s landlord, Arnold Springer, said he saw the whole thing. “She was screaming, ‘No! Don’t do that, no!’ I shined my light in there and I saw him,” said Springer. “He was raping her. And I said, ‘Don’t do that! Don’t do that! Stop that, I’m going to call the police!’ and I banged on the glass window with my flashlight. And he didn’t stop. He didn’t even acknowledge that somebody was there. He just kept on doing it. I looked at my wife and we ran back into the house and called 911.” Thursday afternoon, Washington appeared in court, but his arraignment was continued. Authorities said Washington is on probation after pleading no-contest to burglary in September. Court records show that case was delayed after Washington was declared mentally unfit. He spent several months at Patton State Hospital. “Eun. Honest. Vibrant. Hard-working. Helpful. Conscientious. Decent. Wonderful young woman,” said Springer describing Kang. Springer said the victim was a tenant of five years. Kang was the owner of P-1 Cleaners on the lower level of a Beverly Hills office building. Venice resident Jim Hubbard said he lives a block over, and stopped by the victim’s home on Thursday to leave flowers. “I have four children, four daughters. Any time, any time, particularly children are affected by the insanity of human beings, I’m outraged,” Hubbard said. Mary Jane Martin was walking her dog in the same area the night before the attack “I remember thinking, it is so dark here. Why don’t these owners, or the city, or somebody, I mean it’s pitch black, you can’t see anything, and the thought when through my mind. Someone could attack me right now, and nobody would be the wiser,” she said. Washington was being held without bail at the Van Nuys jail. When LAPD officer responded to a call in Venice Tuesday night, they found Eun Kang, a 38-year-old woman who was four months pregnant with twins, stabbed to death, and the alleged attacker, a 22-year-old man, standing in her apartment. The man they arrested, Boneetio Kentro Washington, has been charged with three counts of capital murder with the special circumstances of multiple murders, murder during a rape and murder during a burglary, in addition to separate rape charges. At 11:30 a.m. this morning, civil rights leader Earl Ofari Hutchinson and others will pay tribute to Ms. Kang, and call on parole and probation officials to toughen their procedures on the release of criminals deemed mentally incompetent who have been convicted of serious felony crimes. “The alleged assailant of Ms. Kang was a former convicted felon with serious mental problems,” says Earl Ofari Hutchinson, President of Los Angeles Urban Policy Roundtable, and Eddie Jones, President of the Los Angeles Civil Rights Association, in a statement released prior their news conference in Venice this morning. “Yet, he was released. State officials must immediately re-examine their policies on the release of convicted felons with serious mental challenges.” The LAPPL applauds Hutchinson and Jones for condemning lax probation and parole policies and decisions that pose a clear and present threat to public safety in our city. We again urge officials to use all available means to halt the early release of inmates from state prisons beginning in 2010. Los Angeles Times reporters Andrew Blankstein and Robert Faturechi today recounted Washington’s criminal background and the probation that allowed him move freely about Los Angeles neighborhoods. Washington had previous arrests for burglary and trespassing in Santa Monica and Los Angeles and misdemeanor trespassing arrests in Rhode Island and North Carolina. But nothing in his past appeared to show a predisposition to the kind of violence that occurred in the Venice slaying, according to sources familiar with the case who asked not to be identified because the investigation was continuing. Court records show that Washington previously pleaded no contest to one count of residential burglary that was committed in Los Angeles in December 2008. The case was delayed after a doctor testified that Washington was not mentally competent to stand trial. Washington was committed to Patton State Hospital in San Bernardino County on July 7, 2009. On Sept. 18, Washington returned to court with a certification from the facility that he was mentally cabable of standing trial. He pleaded no contest to first-degree residential burglary and was placed on formal probation before his release from custody for previous time served and credit for work and good behavior. Sadly, this murder just proves again the case we have been making for months now: the budget-driven decision to provide early releases to criminals has, and will continue, to result in tragedy. We call upon the community to speak out to our political leadership regarding these continued public safety failures and put a stop to any plans to a mass release of convicted felons from our state prisons.

When officers entered the victim’s home, they found her suffering from multiple stab wounds, police said. She was taken to a hospital where she died. The woman was four months pregnant, police said. It was initially believed only one fetus had been destroyed, but it was determined later Tuesday that the woman had been carrying twins, according to police. Man charged with murder of woman, unborn twins | ABC7 Los Angeles | abc7.com

VENICE, Calif. The suspect, identified as Boneetio Kentro Washington of Culver City, was immediately arrested after attacking the 39-year-old Eun Kang at her residence on the 1600 block of Electric Avenue Tuesday.

Police said the Eun Kang was four months pregnant with twins.

Washington faces three counts of murder with special circumstances. If convicted, he could receive the death penalty.

“He’s facing three counts of capital murder and the special circumstances are that there were multiple murders,” said L.A. County Deputy District Attorney Christi Frey. “There was an adult victim and two fetuses. She was pregnant with twins. Also, he’s facing rape charges and sexual penetration charges.”

Police allege Washington somehow got into the Kang’s home, stabbed her several times and raped her. Kang’s landlord called 911 at about 10 p.m., and when officers arrived, they noticed Washington running from the scene. Police believe Washington randomly targeted Kang.

Kang died at the hospital. It was discovered that she was pregnant with twins.

Kang’s landlord, Arnold Springer, said he saw the whole thing.

“She was screaming, ‘No! Don’t do that, no!’ I shined my light in there and I saw him,” said Springer. “He was raping her. And I said, ‘Don’t do that! Don’t do that! Stop that, I’m going to call the police!’ and I banged on the glass window with my flashlight. And he didn’t stop. He didn’t even acknowledge that somebody was there. He just kept on doing it. I looked at my wife and we ran back into the house and called 911.”

Thursday afternoon, Washington appeared in court, but his arraignment was continued. Authorities said Washington is on probation after pleading no-contest to burglary in September.

Court records show that case was delayed after Washington was declared mentally unfit. He spent several months at Patton State Hospital.

“Eun. Honest. Vibrant. Hard-working. Helpful. Conscientious. Decent. Wonderful young woman,” said Springer describing Kang. Springer said the victim was a tenant of five years.

Kang was the owner of P-1 Cleaners on the lower level of a Beverly Hills office building.

Venice resident Jim Hubbard said he lives a block over, and stopped by the victim’s home on Thursday to leave flowers.

“I have four children, four daughters. Any time, any time, particularly children are affected by the insanity of human beings, I’m outraged,” Hubbard said.

Mary Jane Martin was walking her dog in the same area the night before the attack

“I remember thinking, it is so dark here. Why don’t these owners, or the city, or somebody, I mean it’s pitch black, you can’t see anything, and the thought when through my mind. Someone could attack me right now, and nobody would be the wiser,” she said.

Washington was being held without bail at the Van Nuys jail. He was expected to reappear at the Airport Branch Courthouse on December 17.

System failure: One release, three murders

When LAPD officer responded to a call in Venice Tuesday night, they found Eun Kang, a 38-year-old woman who was four months pregnant with twins, stabbed to death, and the alleged attacker, a 22-year-old man, standing in her apartment.

The man they arrested, Boneetio Kentro Washington, has been charged with three counts of capital murder with the special circumstances of multiple murders, murder during a rape and murder during a burglary, in addition to separate rape charges. At 11:30 a.m. this morning, civil rights leader Earl Ofari Hutchinson and others will pay tribute to Ms. Kang, and call on parole and probation officials to toughen their procedures on the release of criminals deemed mentally incompetent who have been convicted of serious felony crimes.

“The alleged assailant of Ms. Kang was a former convicted felon with serious mental problems,” says Earl Ofari Hutchinson, President of Los Angeles Urban Policy Roundtable, and Eddie Jones, President of the Los Angeles Civil Rights Association, in a statement released prior their news conference in Venice this morning. “Yet, he was released. State officials must immediately re-examine their policies on the release of convicted felons with serious mental challenges.”

The LAPPL applauds Hutchinson and Jones for condemning lax probation and parole policies and decisions that pose a clear and present threat to public safety in our city. We again urge officials to use all available means to halt the early release of inmates from state prisons beginning in 2010.

Los Angeles Times reporters Andrew Blankstein and Robert Faturechi today recounted Washington’s criminal background and the probation that allowed him move freely about Los Angeles neighborhoods.

Washington had previous arrests for burglary and trespassing in Santa Monica and Los Angeles and misdemeanor trespassing arrests in Rhode Island and North Carolina. But nothing in his past appeared to show a predisposition to the kind of violence that occurred in the Venice slaying, according to sources familiar with the case who asked not to be identified because the investigation was continuing.

Court records show that Washington previously pleaded no contest to one count of residential burglary that was committed in Los Angeles in December 2008. The case was delayed after a doctor testified that Washington was not mentally competent to stand trial. Washington was committed to Patton State Hospital in San Bernardino County on July 7, 2009.

On Sept. 18, Washington returned to court with a certification from the facility that he was mentally cabable of standing trial.

He pleaded no contest to first-degree residential burglary and was placed on formal probation before his release from custody for previous time served and credit for work and good behavior.

Sadly, this murder just proves again the case we have been making for months now: the budget-driven decision to provide early releases to criminals has, and will continue, to result in tragedy.

We call upon the community to speak out to our political leadership regarding these continued public safety failures and put a stop to any plans to a mass release of convicted felons from our state prisons.
